In 2001, a group of Moroccan film makers gathers
and decides to create the G.A.R.P., of which nabil
Ayouch is elected president.
GARP, Grouping of Authors, Directors, and Producers
We, Moroccan authors, directors, and producers,
have decided to gather within a group which aim
is to value our rights and defend the freedom
of cinematographic creation in healthy and feasible
conditions by taking part in the development of
a legal framework relative to all aspects of our
profession.
The Charter
We take it as given that Morocco has all the necessary
assets to become a great nation of Cinema. In
fact, the country holds skillful technicians,
great comedians, natural scenery and unique lighting
that attract productions from all around the world.
Moroccan film makers start gaining international
recognition and the state allocates funds to encourage
national cinematography. Also, the country has
an efficient organization of supervision known
as the Moroccan Cinematographic Center (Centre
Cinématographique Marocain,), which is determined
to excel. Advertising and TV production industries
develop rapidly and could be used as a lever through
the convergence of professions. Last, Moroccan
people love and encourage national cinema.
Unfortunately, although the Moroccan movie business
is decades old, the country never knew how to
use its assets to build a strong cinematographic
industry based on solid grounds because of many
reasons. The country experiences numerous internal
disputes. Sometimes, personal interests are defended
regardless of collective interests. Morocco has
an inappropriate legislative structure and a totally
unstructured national market. The country also
suffers from an insufficiency of political good-will
to organize the sector and a lack of professionals'
involvement and organization. It also experiences
a deficiency of associations and groupings representing
the various corporations which make the Moroccan
cinema today.
This statement is unfortunate and we condemn it.
However, we have a forward-looking ambition. We
need not feel sorry for ourselves or make mistakes
of the past. We rather want to fight weariness
and the lack of initiative which have characterized
our profession up until now. We wish to work hand
in hand with those who have the same goal: to
build a strong Moroccan cinema.

Our grouping will fight wherever and whenever
action is to be taken.

Our grouping intends to be persuasive in
the decisions taken at a political and governmental
level in regards to our profession.

Our grouping intends to have a real strength
of proposal and to form a vivid energy in
the Moroccan audiovisual landscape.

Our grouping will act in a supporting spirit
and will defend actual and future rights of
authors, directors and producers.

Our grouping will suggest the reform of
structures aiming at favoring the blooming
of a quality cinematographic industry which
generates cultural and economic wealth.

Our grouping will act in an open and transparent
way and will struggle to pass information
on to our partners and to opinion relayers.

Our grouping will make links with all similar
groupings and organizations of artists in
Morocco and abroad.

Our grouping is open to authors, directors
and producers of cinematographic and audiovisual
works who are concerned about the future of
creation in our country.
